No, Recurly cannot remove any data from a production environment. Once data is in your live production site, it cannot be deleted.
For production invoices that may be in an open or past due state, and you wish to close them without collection, you can manually stop collection and mark them as failed. To do this:

Go to the specific invoice page in the Recurly Admin Console.

Under Invoice Actions, click on Stop Collection.
Clearing Test Data in Sandbox: If you are handling test data within a sandbox environment, you do have the ability to remove all customer data. To do this:

Go to the Configuration tab in the left-hand navigation menu of your Recurly Admin Console.

Visit the Site Settings page.

Click Clear Test Data in the top right-hand corner of the page.
