With the new PSD2 Strong Customer Authentication (SCA) requirements, card details collected over the phone, sometimes referred to as "Mail Order and Telephone Orders" (MOTO), fall outside the scope of SCA and do not require authentication.
Similar to other exempted payments, MOTO transactions must be flagged as such, with the cardholder's bank making the final decision to accept or reject the transaction.
Transactions processed within the Recurly Admin Console are automatically flagged as MOTO and are therefore exempt from SCA.
