If you delete plans in QBO that are causing duplicate plan errors, QBO will "soft" or "shadow" delete them. This means the plans still exist and are blocking the sync, but they no longer have an ID that Recurly can link to. This issue is due to the way QBO works and is not something we can change on our end.
The best way to fix this is to either:

Change the Plan Name in Recurly: You can change your Recurly plan name so that it can sync as a new entity to QBO.

Manually Enter Information in QBO: You can manually enter the associated information directly into QBO, bypassing the sync.
It is important to note that if you delete the plans, we have no way of determining the original cause of the error because the plans are no longer fully present.
